About Rita Young

Rita Young is a systems change and policy implementation consultant working at the intersection of disability, health, and human services.


For decades, Rita has worked alongside state agencies, nonprofit organizations, and system leaders navigating complex initiatives involving policy implementation, stakeholder alignment, and organizational change. Her work is grounded in a deep understanding of how public systems function—and how leadership decisions shape outcomes over time.


Rita brings experience in legislative engagement, coalition leadership, stakeholder facilitation, and large-scale training and implementation initiatives. She is known for helping leaders navigate complexity, align diverse perspectives, and move forward with clarity during moments of transition and uncertainty.


Her approach reflects both systems expertise and lived experience, allowing her to support organizations in ways that are both practical and sustainable.


Rita is also the founder of Participant Directed Advocates of Georgia (PDAG), a statewide nonprofit organization supporting families and individuals who self-direct Medicaid waiver services. This perspective informs her consulting work while remaining structurally separate from it.
